Biden Executive Order on AI: White House Unveils Executive Order Requiring Companies to Share National Security Risks with Feds

The White House has announced a new executive order aimed at ensuring the safety and security of artificial intelligence systems. The order requires companies developing foundation models that pose a significant risk to national security to notify the federal government when training the model and to share the results of all red-team safety tests.

The National Institute of Standards and Technology will set rigorous standards for extensive red-team testing to ensure safety before public release. The Department of Homeland Security will apply these standards to critical infrastructure sectors and establish the AI Safety and Security Board.

In response to concerns about AI putting people out of work, the White House states that the executive order will produce a report on AI’s potential labor-market impacts and identify options for strengthening federal support for workers facing labor disruptions, including from AI.

The White House also emphasizes the need to protect Americans from AI-enabled fraud by establishing standards and best practices to differentiate between AI-generated and authentic content. The Department of Commerce will develop guidance for content authentication and watermarking to clearly label AI-generated content.

These measures are seen as a response to the Senate’s first-ever bipartisan AI forum held last month. The White House acknowledges that more action will be required and plans to work with Congress to pursue bipartisan legislation to help America lead the way in responsible innovation.
